Blackerry not syncing properly with BES

I recently had a problem where the company blackberry not syncing properly with BES (Blackbery Enterproce Server)

When Attempting to connect a new handset to the server it would connect to the server successfully

activiting email@addess.com
verifing encryption
encryption verified
waiting for services..

The acvitation gets stuck waiting for the services to download.

The solution was to check and make sure the;

'Blackberry Syncronization Service' and 'Blackberry  Policy Service' are running.
